As the Potsdam Conference ends, Attlee, Truman and Stalin agree to place sharp curbs on German industrial power. A joint protocol statement is also released which, among other details, establishes a Council of Foreign Ministers from Britain, the United States, France, China, and the Soviet Union to address the conclusion of peace treaties with Italy, Romania, Bulgaria, Hungary, and Finland and to address the settlement of territorial quesitons. The Soviet Union will annex East Prussia and Poland will take over a large part of eastern Germany. During the Allied occupation of Germany, the nation will be disarmed and demilitarized, and the German people will be convinced that they have suffered complete military defeat. The National Socialist (Nazi) Party organization will be destroyed, and German political life will be reorganized toward democracy. A Polish Provisional Government of National Unity is recognized by the United States and Great Britain with the understanding aht 'free and unfettered elections' will be held.
